Defence Forces Commander General CONSTANTINO CHIWENGA says MUGABE has spoken with his former Deputy, EMMERSON MNANGAGWA, whom he fired TWO weeks ago and is expected back in the country soon.

General CHIWENGA has addressed the media at the JOSIAH MAGAMA TONGOGARA Barracks in HARARE, saying the TWO men are to discuss ways to chat the way forward for the SADC country following their recent fallout.

President MUGABE dismissed MNANGAGWA after FIRST Lady GRACE MUGABE accused the Vice President of fomenting divisions in ZANU PF and plotting to topple her husband.

The removal of MNANGAGWA from both government and party was to be followed by mass dismissals of top civil servants and military personnel accused of association with the former Vice President.

However, the military quickly moved in and launched what they have dubbed Operation Restore Legacy.

General CHIWENGA says the security forces have no plans to take over government but have had to intervene following political developments that were now threatening national security.

He has commended ZIMBABWEANS for their display of composure, order, and discipline during a variety of demonstrations to remove MUGABE, the FIRST Lady and a group of crooked top ZANU PF leaders.

General CHIWENGA says ZIMBABWEANS should remain calm and patient, observe and respect the law; while political players, including members of ZANU PF, and war veterans, should avoid actions that threaten peace, life and property.

He says the military remain a people’s force and security service, which is why uppermost in their mind is the conclusion of their whole operation with the minimum inconvenience and certainly without any collateral loss of life, injury or destruction of property.

President MUGABE has admitted events in the ruling party had become a threat to both national security and development, saying he agrees with the move his soldiers have taken to correct things.

He has given a televised State of the Nation Address at State House saying there is a crisis in the country, and the concerns by the military and citizens relating to the economy are genuine.

Meanwhile, Chief Secretary to the President and Cabinet, MISHECK SIBANDA, has invited ministers to a Cabinet meeting that had been due this morning at State House; although details of the gathering are still not available.

The call comes after ZANU PF Information and Publicity Secretary SIMON KHAYA MOYO says the party has formally notified MUGABE of a Central Committee decision to recall him from the position of President and FIRST Secretary.

KHAYA MOYO has issued a statement saying ZANU PF has also instructed the party Chief Whip to go ahead with impeachment processes against MUGABE after failing to get his expected response from the Speaker of Parliament.

FOUR PEOPLE ARRESTED FOR BOOING FIRST LADY AT RALLY

BULAWAYO – Police in the ZIMBABWEAN commercial capital, BULAWAYO, have arrested THREE men and ONE woman and charged them with undermining the authority of President ROBERT MUGABE.

The State-run HERALD newspaper says they allegedly booed FIRST Lady GRACE MUGABE when she addressed a rally last SATURDAY at WHITE CITY Stadium in the municipality.

It names the suspects as 32-year-old MABUTHO LUCKY MOYO of LOBENGULA suburbs, MAYIBONGWE EVANS ZVIGADZA of BARBOURFIELDS, 28; WALTER SIBANDA of TSHABALALA, 24; and DEPHINE DZVANGE of NKETA SEVEN, 33.

Police are still looking for ZANU PF BULAWAYO Central District Chairperson MAGURA CHARUMBIRA, who is accused of leading the booing of the FIRST Lady.

The accused allegedly sang and made gestures after the FIRST Lady said Higher and Tertiary Education, Science and Technology Development Minister JONATHAN MOYO was being persecuted for nothing.

They have appeared before BULAWAYO Magistrate FRANKLIN MKHWANANZI with their Lawyer TANAKA MUGANYI of MUGANYI Law Chambers.

State Prosecutor JERRY MUTSINDIKWA says President MUGABE was Guest of Honour at the gathering, also attended by Vice President PHELEKEZELA MPHOKO, former Vice President EMMERSON MNANGAGWA, government officials and ruling party leaders.

He alleges the FOUR suspects sang a song whose lyrics say, We Hate What You Are Doing at the Stadium when the FIRST Lady was addressing the gathering, and they made hand gestures when they booed her.

Mr MUTSINDIKWA also claims ZANU PF youth members later intervened and took the fugitive Mr CHARUMBIRA out of the Stadium.

He further alleges police officers on duty saw the suspects booing as the FIRST Lady was addressing the rally at WHITE CITY.

The State has opposed bail for the FOUR accused persons, claiming they are likely to abscond and they may interfere with investigations – because statements of some potential witnesses still need recording.

However, Defence Lawyer MUGANYI has argued his clients have a Constitutional right to get bail, something that the State has no compelling reason to deny them.

He says the State has pushed for speculative thoughts that are not solid reasons to suggest the accused might abscond court, and they are willing to agree to a condition not attend any interface rally in future.

It says HILLARY JOUBERT clinched the Miss SEYCHELLES Another World 2017 among 14 contestants in AUGUST.

MUTUKULA – The MUTUKULA One-Stop Border Post in the RAKAI District of Southern UGANDA on the frontier with TANZANIA is now officially open.

MUTUKULA is rated an important border post and major crossing point for both human and commercial traffic.

TANZANIA and UGANDA merged operations of their border posts in FEBRUARY 2016, allowing vehicles and passengers to clear customs and immigration once in the country of departure, with officials from both countries present.

The MUTUKULA-UGANDA and MUTUKULA-TANZANIA Border is now open 24 hours every day of the year.

The DAILY NEWS newspaper says Presidents JOHN MAGUFULI of TANZANIA and YOWERI MUSEVENI of UAGANDA officially opened the facility today (THURSDAY).

It says the TWO leaders have pledged to safeguard the interests of both countries and strengthen their diplomatic ties.

President MAGUFULI is in UGANDA for THREE day following an invitation from the UGANDAN Head of State.

TANZANIA and UGANDA are both in the AFRICAN Great Lakes Region, covering water bodies like Lake VICTORIA, the THIRD-largest freshwater lake in the world by area, and Lake TANGANYIKA, the SECOND world largest freshwater lake by volume.

Environment experts say the lakes collectively contain 31-THOUSAND cubic kilometres of water, and the total is about 25 percent of all the unfrozen surface fresh water of the planet.

HARARE – The recent dismissal of Vice President EMMERSON MNANGAGWA of ZIMBABWE from both government and the ruling ZANU PF Party has cast a cloud of confusion over the SADC country.

President ROBERT MUGABE fired his deputy after FIRST Lady GRACE MUGABE accused Mr MNANGAGWA of undermining the authority of her husband and fomenting divisions within the former liberation movement.

The Head of State supported the accusations, saying the former Vice President has for some time, kept quiet while a group of people campaigned against President MUGABE in the name of Mr MNANGAGWA.

President MUGABE took action on MONDAY before his Politburo fired their former colleague from the ruling party yesterday (WEDNESDAY), while also lining up his perceived sympathisers both in the party and in government for the same fate.

Organisers of the current presidential rallies have advised the Head of State to crack the whip on all people who have suspected or known ties with the former Vice President; and he has assured them that is what is going to happen soon.

The 10 political provinces, after endorsing the FIRST Lady as incoming Vice President of the country, have already submitted names of leaders linked to Mr MNANGAGWA, including veteran Central Committee and Politburo members, they want out of government and party.

President MUGABE says he cannot stand by and watch mischievous elements destroying and distorting the revolution; but his critics accuse him of hypocrisy, claiming his campaign aims to sneak his wife into the presidium through the back door.

Media reports say fighters of the war that dislodged the RHODESIAN-BRITISH colonial rule, instead, want him, the FIRST Lady, and a number of other party stalwarts, out of the way.

The NEWSDAY says the ZIMBABWE NATIONAL LIBERATION WAR VETERANS’ ASSOCIATION has described President MUGABE as an unrepentant and deceitful tyrant, whose end is inevitable.

The group has issued a statement soon after the ejection of Mr MNANGAGWA from ZANU PF, saying President MUGABE has betrayed the revolution – hence they are now reclaiming their party and want him to quit its leadership with immediate effect.

The former guerrillas say President MUGABE is free to go and form his party with his wife, because the PATRIOTIC FRONT belongs to the fighters of the liberation war.

Their statement, signed by Association Spokesperson VICTOR MATEMADANDA, says the uncalled-for and abrupt sacking of the Vice President has shocked them; and they definitely affirm President MUGABE is deceitful and not a revolutionary.

They allege the Head of State actually supports, but pretends to hate, the principles of the BRITISH SOUTH AFRICA COMPANY that colonised the country, and his knighting by the Queen of ENGLAND confirms their thinking.

Actually, records show President MUGABE was in 1994 created an honorary Knight Commander of the Order of the Bath, a prize for doing something outstanding for the BRITISH Monarch.

King GEORGE the FIRST in 1725 established the Most Honourable Order of the Bath, or order of BRITISH Knighthood, as a reward either for military service or for exemplary civilian merit.

The war veterans, whose group has fallen out with ZANU PF and has been replaced by another faction, say they are launching an exercise to mobilise the masses against what they claim are hijackers of the ruling party.

However, President MUGABE has not responded to them but has blasted his former deputy for allegedly sponsoring disturbances during his NINTH Presidential Youth Interface rally at the weekend in BULAWAYO City.

He says Mr MNANGAGWA organised and sponsored the people who booed the FIRST Lady when she addressed the crowd, to display a picture showing him as the most popular.

On the other hand, Ms MUGABE has also assured her husband he is going to remain the President because GOD anointed him to lead the country, and no one is going to remove him.

Her comments come amid reports saying Mr MNANGAGWA has pledged to fight President MUGABE and remove him from leading the party and government in the next few weeks.

Media reports claim he has issued a statement from SOUTH AFRICA, to where he allegedly fled this TUESDAY and from where he has challenged President MUGABE and the FIRST Lady; accusing them of living in the past and hindering national progress.

Mr MNANGAGWA has called on ZIMBABWEAN to bury their differences and rebuild a new and prosperous ZIMBABWE that tolerates divergent views, respects opinion of others, and does not isolate itself from the rest of the world.

AUTHORITIES STEP UP ROAD SAFETY CAMPAIGNS AHEAD OF XMAS

WINDHOEK – Police in NAMIBIA have ordered all drivers with outstanding fines for traffic offences to pay up or face arrest before the start of the forthcoming festive season.

National Police Inspector-General SEBASTIAN NDEITUNGA says officers will mount roadblocks across the country during the holidays, looking out for absconders – who will be arrested on spot.

He has told NBC News in an interview that from 12 DECEMBER, or any time without warning, drivers may be confronted with their outstanding warrants of arrest for traffic offences.

The National Police Traffic Unit and the WINDHOEK City Police have together issued at least 85-THOUSAND-400 warrants of arrest for unpaid traffic fines this year alone; and if collected, this will amount to some THREE-MILLION-500-THOUSAND NAMIBIA dollars.

Inspector-General NDEITUNGA says offenders will have to settle all outstanding monies at a court of law or, alternatively, apply for bail within 48 hours, or go to jail until the courts resume next year.

WINDHOEK City Police Chief ABRAHAM KANIME says they also have some 52-THOUSAND warrants of arrest outstanding, and plans are underway to arrest offenders.

Meanwhile, the Motor Vehicle Accident Fund has kicked off its Road Safety Awareness Campaign at the OTJIWARONGO-OTAVI Roadblock in OTJOZONDJUPA Region.

The Motor Vehicle Accident Fund has teamed up with the National Police, the Fire Brigade, and the Road Safety Council to organise the event in OTJOZONDJUPA, mostly because it is the region with the highest number of fatal accidents each year in the country.

LUANDA – The ANGOLA Labour General Inspection has collected fines from at least 187 companies charged with a variety of irregularities within the THIRD QUARTER of this year.
 
National news agency, ANGOP says Labour Ministry Inspector General NZINGA NGOLA has revealed the information in the capital, LUANDA.
 
It quotes the official as saying hundreds of other firms had their tickets cancelled after they corrected their anomalies within the deadlines given.
 
Mr NGOLA says sectors found with the highest number of infringements are trade, with ONE-THOUSAND-685; services, 644; hotels and tourism, 247; industry, 236; construction, 156; and health, 67.
 
He says others are education, with 43; transports, 24; agriculture, 16; and finance, 13; with offences ranging from non-registration of workers with the National Social Security Institute to lack of regular medical exams.
 
Other firms were guilty of salary payment delays, lack of insurance against accidents at work and professional illnesses, irregular work schedules, and tampering with workers’ holiday rights.

LUANDA – Culture Minister CAROLINA CERQUEIRA of ANGOLA has urged religious groups in her country to respect the national laws and defend the common wellbeing of the people.
 
She has made the call in a meeting with the leader of the IGREJA TEOSÓFICA ESPÍRITA, Prophetess SUZETH JOÃO and Reverend LUÍS NGUIMBI of the ANGOLAN CHRISTIAN FORUM.
 
Minister CERQUEIRA says churches are the privileged partners of government; and their social duty must contribute to the comfort of the population as well as help strengthen national material and spiritual factors.
 
She also emphasises on the role churches play in the process of socialisation of people and bolstering of social, moral, civic, and patriotic values – based on brotherhood, solidarity, and respect.
 
However, Minister CERQUEIRA says she is concerned about the increasing number of sects and self-proclaimed religious groups that are creating instability through anti-social practices offensive to public moral and human dignity.

EXPERT BLAMES UNREGULATED CIRCULATION OF PORNOGRAPHY FOR GBV

WINDHOEK – An expert in the office of FIRST Lady MONICA GEINGOS of NAMIBIA has blamed free circulation of content such as pornography for some serious cases of gender-based violence, GBV, in the country.

VERONICA-ROSE THERON, who is the Technical Director, says absence of laws to regulate or prohibit possession and sale of such material contributes to the widespread crimes.

She has addressed delegates to the Cyber Security Conference held for members of Parliament in the capital, WINDHOEK, saying children are exposed to indecent and inappropriate content and information on social media.

Ms THERON says peddlers of such unbecoming images mainly target young people in the age group of 15 to 21; and, in most cases parents of victim school children are not aware of their kids are watching.

She has told the lawmakers her office has approached the NAMIBIAN Police and the Prosecutor General for appropriate laws to control adult content, but none of them has offered any help.

Ms THERON, who is also the Project Leader of a Gender-Based Violence awareness program, says the current laws neglect childcare and protection.

She further accuses the law-enforcement agencies of failing to investigate and prosecute criminals who use the loopholes in the legal system to spread pornography.

Gender-based violence, mainly the killing of women, has gone on for years in NAMIBIA, a situation that forced former President HIFIKEPUNYE POHAMBA to declare a Day of Prayer against Passion Killings on SIX MARCH 2014.

Lately, VICTOR KAMWALA, a 34-year-old cattle herder from neighbouring ZAMBIA, has been convicted of raping a toddler in the northern border town of KATIMA MLILO.

In his judgement, Magistrate BONGANI NDLOVU says injuries the FOUR-year-old child suffered show KAMWALA, a close relative, had raped her continuously.

The child has told nurses at NGOMA Clinic and a doctor at KATIMA MULILO State Hospital KAMWALA would commit the crimes each time he bathed when his wife was not at home. He will receive sentence next week./Sabanews/cam

WINDHOEK – Opposition members in the Parliament of NAMIBIA have walked out of the National Assembly to protest against government insistence to table a Bill forcibly.
 
Urban and Rural Development Minister SOPHIA SHANINGWA had brought before them the Urban and Regional Planning Bill for debate.
 
However, the lawmakers emphasised on an earlier agreement by the House not to discuss land related matters until after the SECOND Land Conference, earlier scheduled for 18 SEPTEMBER.
 
President HAGE GEINGOB suspended until next year the discussions, expected to run over FOUR days, to allow for more consultations among all stakeholders in the vital national issue.
 
NBC News says Land Reform Minister UTONI NUJOMA had to withdraw the Land Bill, while a motion by SWANU Lawmaker USUTUAIJE MAAMBERUA on Land Resettlement fell out as well.
 
However, Minister SHANINGWA has insisted on having the Urban and Regional Planning Bill discussed – saying it mainly deals with urban planning.
 
She says if adopted, the proposed law will move approval of town plans from the Cabinet to regional councils and local authorities, reducing bureaucracy, speeding up urban planning and improving delivery of housing to the people.
 
Lawmakers from the POPULAR DEMOCRATIC MOVEMENT, NUDO OF NAMIBIA, SWANU, WORKERS REVOLUTIONARY PARTY, and the UNITED DEMOCRATIC FRONT would not take it – and they walked out.
 
MPs of the RALLY FOR DEMOCRACY AND PROGRESS have been divided, with Secretary-General MIKE KAVEKORA leaving behind Vice-President STEVE BEZUIDENHOUDT, who has chosen to stay put.
